Ruchir Arvind, MD

Dr. Amara (She/Her) is an American Board of Psychiatry and Neurology certified psychiatrist. She earned her bachelor's degree in psychology and arts from the University of Albany. She then graduated from St. Matthews University's School of Medicine in the Grand Cayman Islands. After completing her residency at LSUHSC-Ochsner program in 2016, she worked at Ochsner Medical Center, New Orleans for 7 years. Her roles there included working with patients in the field of Consultation Liaison psychiatry. In addition, she was the medical director of the behavioral medical unit (IOP) and the lead of the transcranial magnetic stimulation clinic. Dr. Amara has been very involved in academics and won the Faculty Member of the year, Adult Psychiatry Program, LSU-Ochsner 2021, Teaching Excellence Award in Psychiatry University of Queensland 2019 and Roger Hatchette Award of Excellence in Emergency Psychiatry 2016. She then served in her community at Crescent Care FQHC clinic in 2023. Her interests include providing care for various behavioral health concerns, including Adjustment disorder, Mood disorders, including Treatment resistant depression, Anxiety disorders, PTSD, Neurodegenerative illnesses, Somatic disorders, Gender Dysphoria, and LGBTQIA2S+ community inclusive care. Dr. Elena Perea is a board-certified psychiatrist.  She completed her undergraduate training at Wake Forest University followed by medical school and residency training at The University of North Carolina at Chapel Hill (UNC).

Dr. Perea holds an adjunct academic appointment at UNC and has been involved in medical education for her entire career.  She most recently served as Residency Program Director for the Mountain Area Health Education Center (MAHEC) psychiatry residency in Asheville, NC.  She remains involved in didactic education there for both residents and medical students.

She has a genuine interest in treating a vast array of psychiatric disorders including depression, anxiety, bipolar disorders, post-traumatic stress disorders and obsessive compulsive and related disorders. She is a skilled psychopharmacologist and interested in the mind-body connection. Dr. Elizabeth Foote is a board-certified addiction and general psychiatrist practicing medicine for over 15 years.  

Dr. Elizabeth Foote focuses on providing integrated care for those with co-occurring disorders, depression, anxiety, obsessive-compulsive disorder, post-traumatic stress disorder and other forms of mental illness in the outpatient setting.  

She provides medication management as well as psychotherapy which includes drug and alcohol counseling, cognitive-behavioral therapy, psychodynamic psychotherapy, and cognitive processing therapy for trauma.  When combining these treatment approaches, patients receive more comprehensive mental health care.  Treatment begins with an initial assessment and a comprehensive treatment plan developed in coordination with the patient to best meet their needs.

Dr. Lemaire Leo Pierre is a board certified adult psychiatric provider with over 10 years of experience. He has additional years working in the medical field as a physician assistant. Dr. Pierre's practice entails medication management accompanied by supportive psychotherapy. He frequently encourages other forms of psychotherapy with a counselor to maximize treatment outcomes. After completing medical school at Central America Health Science University, he returned to New York City and completed his psychiatry residency at New York Medical College Program at Metropolitan Hospital Center. Subsequently, he moved to Minnesota and worked with Park Nicollet Health Service/HealthPartners. He had been there for 10.5 years, where he oversaw a successful psychiatric practice and helped his patients who had been struggling with their conditions. Dr. Pierre is a member of the American Board of Psychiatry and Neurology, in addition to the American Psychiatry Association and State Psychiatry Association. He also enjoys attending conferences and reading journals to learn about cutting-edge treatments so that he is updated on the most recent FDA-approved medications.

Dr. Jaffarzad is a board eligible adult psychiatrist who completed her undergraduate training at the University of Texas at Austin and earned her medical degree at the American University of the Caribbean. She completed her psychiatry residency at Louisiana State University Our Lady of the Lake Psychiatry Residency Program. After completing residency, she worked in an outpatient setting and provided consultation liaison services at Our Lady of the Lake Hospital. Moreover, she held volunteer academic positions supervising and instructing residents and medical students. She has experience treating culturally diverse patient populations with a variety of mental health conditions. Dr. Jaffarzad primarily offers medication management in conjunction with supportive therapy during follow-up visits. She values the importance of open communication and a strong doctor-patient therapeutic alliance.

Dr. Cedric Skillon is a board-certified adult psychiatrist with over 20 years of experience. Dr. Skillon’s clinical expertise includes treating adults with depressive disorders, bipolar disorders, anxiety disorders, substance -related and addictive disorders, and trauma related disorders. Dr. Skillon has worked in a variety of mental health care settings including academia, community mental health centers, and a substance use treatment center.

Dr. Skillon grew up in Detroit, Michigan. He obtained his Bachelor of Science from the University of Michigan. He received his medical degree from Wayne State University. He completed a General Psychiatry Residency at University Health Center of Pittsburgh, Western Psychiatric Institute and Clinic

Dr. Skillon combines a wealth of knowledge and experience with a compassion for meeting the patient “where they are” in their healing process. He believes in allowing the patient to feel heard in every session. He fully explains the risk and benefits of each treatment option. Then in collaboration, he and his patient agree on the next step to take towards the patient’s treatment goals.
