Albert Fernandez, MD

Lopa Rana, MD, is a board-certified psychiatrist who has been practicing for over 29 years. Dr. Rana completed her medical school at B.J Medical College, Ahmedabad, India. Her Psychiatry training was at the State University of New York at Buffalo. She has practiced in varied settings, like being a faculty at SUNY Buffalo, a Private practice in a suburban town of Detroit, Michigan, for 4 years. She, then held a Senior Psychiatrist position at Henry Ford Behavioral Health for 14 years, in Michigan. She has been an Associate Professor at Oakland University William Beaumont School of Medicine. In the recent years, Dr. Ranahasd has been overseeing Outpatient Behavioral health at the Corewell Health William Beaumont hospital for the past 10 years. Throughout her career, she has been training and supervising Psychiatry Residents and Medical Students. Apart from being competent in the management of common Psychiatric conditions like Major Depression, Anxiety Disorders, Bipolar Disorder, Psychotic disorders and ADHD, she has an expertise in Advanced Psychopharmacology with a specialty interest in Psychiatric disorders during the pregnancy and the postpartum period. She has almost 2 decades of experience in helping women manage the course of their Mood and Anxiety disorders during and after pregnancy. She has been the consultant for Maternal Fetal Medicine and Obstetricians at Corewell Health for women who have questions and concerns regarding planning, managing, and guiding them during pregnancy and the postpartum period. Rana has performed several Zulresso (Brexanolone) infusions for women with severe postpartum depression, with remarkable outcomes. Dr. Rana values greatly the safety of the customized treatment options for her patients and informed decision making with her patients. Apart from English, she is fluent in Gujarati and Hindi languages.

Dr. Illise Perlmutter is the Director of Child and Adolescent Psychiatry at Talkiatry. She is double board-certified in child and adolescent psychiatry and adult psychiatry. Before joining Talkiatry, Dr. Perlmutter was the Chair of Behavioral Health and Addiction Services at Bergen New Bridge Medical Center. Prior to Bergen New Bridge, she was the Director of Inpatient Psychiatry at Montefiore Medical Center-Wakefield, in New York. Over 35 years, Dr. Perlmutter has held numerous leadership roles with some of the largest hospital systems in the New York Metro Area. Dr. Perlmutter is a Distinguished Life Fellow of the American Psychiatric Association, a Fellow of the American College of Psychiatrists, and a Distinguished Fellow of the American Academy of Child and Adolescent Psychiatry. She has received awards for her contributions both locally and nationally. Dr. Perlmutter was included in Castle Connolly's "America's Top Doctors” list from 2006-2011 and 2017, as well as "Best Doctors in America” from 2009- 2012. Dr. Perlmutter received her MD from George Washington University School of Medicine and Health Sciences. After an internship in pediatrics, she completed a residency in Psychiatry at Mt. Sinai Medical Center followed by a fellowship in Child and Adolescent Psychiatry at Columbia University/New York State Psychiatric Institute. Dr. Perlmutter has held leadership roles in several academic institutions and is a Clinical Associate Professor of Psychiatry and Behavioral Science at George Washington University School of Medicine and Health Sciences in Washington, D.C. Dr. Perlmutter has authored numerous publications and research articles and has lectured and presented extensively on clinical, epidemiologic, and psychopharmacologic issues in child and adolescent psychiatry. She has made frequent media appearances addressing topical issues in disaster psychiatry during the course of her work in disaster psychiatry outreach.

Dr. Tammara Davis is a board-certified adult psychiatrist with over 15 years of experience treating patients across inpatient, outpatient, emergency, and telepsychiatry settings. She earned her medical degree from the University of Tennessee Health Science Center, completed her psychiatry residency at St. Elizabeths Hospital in Washington, DC, and holds a B.S. from Xavier University of Louisiana.

Dr. Davis previously served as a Primary Care–Mental Health Integration psychiatrist at the Veterans Health Administration, where she helped expand access to care in community-based clinics. She is an active member of the Black Psychiatrists of America, where she advances advocacy and equity in mental health care. While she has treated a wide variety of patients from all walks of life, her clinical focus has been on improving access to quality mental healthcare for historically marginalized communities.

Dr. Davis specializes in mood and anxiety disorders, including depression, PTSD, and perinatal mental health. Her approach is holistic, integrative, and patient-centered—grounded in cultural humility and collaborative care. She does not prescribe benzodiazepines, focusing instead on evidence-based strategies that support long-term wellness. While treating a wide variety of patients, Dr. Davis’ clinical focus has been on adults from marginalized and/or minoritized communities.

Dr. Davis begins care with a consultation to ensure a strong fit and shared treatment goals. Dr. Davis is committed to creating a safe, trusting space where patients feel empowered and in control of their healing. She recognizes that not all patients require medication and integrates culturally affirming support when therapy and education are more appropriate.

Dr. Phelps is a board-eligible adult psychiatrist. She was elected chief resident by her residency program at the University of Central Florida. She obtained her medical degree at Nova Southeastern University. She graduated magna cum laude with a bachelor's degree in Kinesiology from Louisiana State University. Dr. Phelps believes in patient-centered care and a holistic approach to medicine. Her practice focuses on medication management, in conjunction with supportive therapy in 30-minute follow-up visits. If additional therapy is needed, she utilizes referrals to psychotherapists to enhance management of mental illness and provide the best treatment outcomes. Dr. Phelps has worked in a variety of medical settings with different patient populations, including outpatient, consult liaison, and inpatient psychiatry. Her primary focus is treating adults with depression, anxiety, ADHD, insomnia, and bipolar disorder. Dr. Phelps aims to build a strong therapeutic relationship and improve the quality of life of her patients.

Dr. Richard Shehane completed medical school at the University of Nevada School of Medicine and then went on to complete psychiatry residency training at Naval Medical Center San Diego. Dr. Shehane is a board-certified psychiatrist that specializes in the treatment of depression, anxiety, PTSD, bipolar disorder, schizophrenia, personality disorders and ADHD. Dr. Shehane has also worked extensively with patients that have experienced sexual trauma in their past and patients struggling with substance and alcohol use addictions.

Dr. Shehane will focus on two main approaches to mental health treatment: medication management and psychotherapy. Appointments will focus on a mix of interactions aimed at tailoring each patient’s specific medication needs as well as promoting mental health wellness through different types of evidence-based therapy techniques including mindfulness, CBT, CPT and psychodynamic psychotherapy.

Dr. Shehane works together patients to develop a plan that fits each patient’s individual needs. Initial appointments will focus on identifying and treating primary concerns, and then later appointments will center on building upon the therapeutic relationship to increase self-awareness, promote emotional insight, and secure lasting positive mental health changes.

Dr. Stephanie Price is a board-certified psychiatrist. Her practice focuses on medication management and supportive therapy. She believes in a collaborative approach to treatment planning because shared decision-making helps provide the best outcome for patients. She went to college at the University of Rochester in Rochester, NY and received her degree in Microbiology. She completed her medical education at Edward Via College of Osteopathic Medicine in Spartanburg, SC, and completed her residency training at Creighton University School of Medicine-Valleywise Health in Phoenix, AZ. She served as vice chief resident during her residency training. She has additional post-residency experience working in the outpatient setting treating multiple conditions such as depression, anxiety, PTSD, bipolar disorder, insomnia, OCD and psychotic disorders. Areas of interest include depression, anxiety, bipolar disorder, and ADHD.‍
