Ioana Horotan-Enescu, DO

Dr. Ioana Horotan-Enescu is a board-certified Psychiatrist. Before joining Talkiatry, she was an Active-Duty staff psychiatrist at Blanchfield Army Community Hospital, Fort Campbell, KY. Her military service also included roles such as Medical Director of Behavioral Health and Interim Clinic Chief for Embedded Behavioral Health Clinic. She completed her internship and residency at Walter Reed National Military Medical Center and earned her Doctor of Osteopathy Degree from the University of New England College of Osteopathic Medicine. Her clinical experience spanned from the inpatient to the outpatient setting and afforded her the opportunity to develop comprehensive skills in the treatment of PTSD, mood disorders, thought disorders, addiction and perinatal mood disorders. Her teaching experience spanned multiple institutions, where she has served as a preceptor and mentor for medical students, nurse practitioner and physician assistant students. In addition to medication management, she augments her practice by implementing mindfulness, psychodynamic and supportive therapy techniques in her everyday practice to enhance treatment and improve treatment response. Dr. Horotan-Enescu holds several certifications, including in Cognitive Behavioral Health Therapy for Suicide Prevention, Motivational Interviewing and Battlefield Acupuncture. She has delivered presentations at national and international conferences on various topics, reinforcing her commitment to advancing the field of psychiatry.

Lorraine Wharton-Mohammed, MD

Dr. Wharton-Mohammed is double board certified in General Psychiatry as well as Child and Adolescent Psychiatry. She has worked in various settings with culturally diverse populations. Her primary focus has been caring for children in the outpatient programs. Dr. Wharton-Mohammed has spent over ten years as an administrative leader. She has chaired and co-chaired committees overseeing the practice of fellow Psychiatrists and served as the Discipline Chief. Daniel Ebert, MD

Daniel Ebert, MD, earned his medical degree from Vanderbilt University School of Medicine and completed his psychiatry residency at Massachusetts General Hospital and McLean Hospital. He has served on the faculty at Harvard Medical School and Johns Hopkins School of Medicine for over 15 years. Board certified in psychiatry by the American College of Psychiatry and Neurology, Dr. Ebert has extensive experience treating mood, anxiety, psychotic, and substance use disorders across inpatient and outpatient settings, including student mental health, community psychiatry, and academic outpatient practices.

Dr. Ebert strives to create a respectful environment where patients feel heard as they build a strong therapeutic alliance. He values long-term collaboration to achieve meaningful treatment goals and improve quality of life. With clinical experience guiding his approach, he offers reasonable therapeutic optimism while addressing challenging symptoms and issues.

Dr. Ebert begins with a comprehensive clinical assessment to understand each patient’s symptoms, life story, behavior, and personality. He develops a collaborative treatment plan, revisiting it over time. Follow-up appointments integrate medication management, if prescribed, and psychotherapy tailored to the individual, using a combination of standard therapeutic approaches aligned with the shared plan.

Gregory Arthmann, MD

Dr. Gregory Arthmann recently passed the ABPM Addiction Medicine board exam. Dr. Arthmann is an ABPN board‑certified psychiatrist who received his medical degree from the University of Sint Eustatius. He completed two years of Internal Medicine residency at WellSpan York Hospital in Pennsylvania prior to completing his Psychiatry residency training at East Carolina University in North Carolina.

Dr. Arthmann has over 10 years of experience practicing psychiatry and has treated a broad spectrum of acute and chronic psychiatric disorders. He utilizes a patient-centered, biopsychosocial approach to psychiatry, primarily focusing on psychopharmacological interventions that align with each patient’s unique treatment goals and clinical needs. His practice style centers around medication management with adjunctive supportive therapy tailored to individual needs. Depending on each patient’s circumstances, he may recommend additional support from individual, family, or group counselors and therapists to achieve optimal outcomes.

During an initial visit, patients can expect a thorough and collaborative discussion focused on their symptoms, treatment goals, and clinical needs. Dr. Arthmann will evaluate the patient’s condition to determine appropriate medication interventions and discuss personalized treatment recommendations. Typical follow-up visits are approximately 20–30 minutes in length. Depending on the severity and complexity of a patient’s situation, referral for additional counseling or therapy may be suggested.

Nina Jaffarzad, MD

Dr. Jaffarzad is a board eligible adult psychiatrist who completed her undergraduate training at the University of Texas at Austin and earned her medical degree at the American University of the Caribbean. She completed her psychiatry residency at Louisiana State University Our Lady of the Lake Psychiatry Residency Program. After completing residency, she worked in an outpatient setting and provided consultation liaison services at Our Lady of the Lake Hospital. Moreover, she held volunteer academic positions supervising and instructing residents and medical students. She has experience treating culturally diverse patient populations with a variety of mental health conditions. Dr. Jaffarzad primarily offers medication management in conjunction with supportive therapy during follow-up visits. She values the importance of open communication and a strong doctor-patient therapeutic alliance.

Cory Alfers, DO

Dr. Alfers is a board-certified psychiatrist specializing in adult psychiatry. He has been practicing for over 11 years. He completed his undergraduate education at Virginia Tech, graduating Cum Laude with degrees in Biology and Chemistry. Following graduation, he attended a research internship at the National Institutes of Health where he received a Post-baccalaureate Intramural Research Training Award. Dr. Alfers completed his medical degree from the Western University of Health Sciences in Pomona, CA. He completed his General Psychiatry Residency at Georgetown University, where he served as Chief Resident. After residency, he entered private practice in McLean, VA. Dr. Alfers takes a comprehensive approach to patient care. He integrates biological, psychological, and environmental factors into treatment planning. He focuses on developing a meaningful therapeutic relationship and providing medication interventions for specific treatment goals. Dr. Alfers provides interpersonal psychotherapy in conjunction with medication management services. Dr. Alfers has a special interest in the treatment of multiple mental health conditions, including depression, anxiety, bipolar disorder, PTSD, ADHD, and OCD. Jonathan Hertz, MD

Dr. Jonathan Hertz is board-certified in adult psychiatry. He completed fellowships in child and adolescent and public psychiatry and has been practicing psychiatry for over 18 years. Dr. Hertz's practice focuses on medication management which is offered with supportive and/or dynamic psychotherapy within 30-minute follow-up sessions. If patients have individual psychotherapists, Dr. Hertz will work collaboratively with these providers within a treatment-team approach to patient care delivery. Dr. Hertz received his medical degree from Tufts University School of Medicine in Boston. He remained in Boston to complete a residency in adult psychiatry at Cambridge Health Alliance and a fellowship in child and adolescent psychiatry at Children's Hospital Boston. Dr. Hertz subsequently returned to his hometown of NYC and completed a fellowship in public psychiatry. Dr. Hertz has clinical and administrative experience in the field of psychiatry. These positions include ACT Team community psychiatrist, director of adult outpatient clinic, and medical directorship in behavioral health within community hospitals. With training in child/adolescent, adult, and public psychiatry, Dr. Hertz has a developmental approach to mental health care.
