Mustafa Taquee, MD

Dr. Mustafa Taquee is a board-certified Adult Psychiatrist. After receiving his undergraduate degree from Wayne State University in Detroit, he completed his medical degree at Oakland University William Beaumont in Rochester, MI. He is a graduate of the Adult Psychiatry Residency Program at St. Mary Mercy Hospital in Livonia, MI. As a testament to Dr. Taquee's desire to help patients reach their full potential, he has also completed a psychotherapy fellowship through the Michigan Psychoanalytic Institute. Dr. Taquee believes that every patient brings their own mosaic of experiences embedded in a unique story. He understands that building a strong therapeutic relationship through empathy, compassion, trust, and respect is essential. He enjoys taking time to understand his patient's goals, offer psychoeducation, and create a collaborative plan for treatment with the patient. He believes in a holistic approach to mental health treatment, which includes medication management, supportive and cognitive behavioral therapy techniques, as well as mind-body medicine techniques. He also has a special interest in psychodynamic therapy, an in-depth therapy modality, which he incorporates in all patient interactions and sessions. Due to the diversity and richness of culture in southeast Michigan, Dr.Taquee has experience working with patients from varied backgrounds. He enjoys the challenge such a heterogeneous environment brings and is particularly fond of working with young adults experiencing life transitions. He also has experience working with patients from lower socioeconomic backgrounds, as well as adolescents and geriatric populations.

Evelyn Kuang, PMHNP, is a Board-Certified Psychiatric Nurse Practitioner with over 10 years of experience spanning clinical practice, research, and teaching. She trained at Columbia School of Nursing and in specialized psychiatric programs including Gracie Square Hospital, NYP Mt. Sinai SAGE elders, and Harlem’s STAY program. Evelyn has worked with diverse communities, including LGBTQ+ youth, older adults, and Asian-American populations, with expertise in sexual health, geriatric psychiatry, and trauma. She is also a musician and composer, integrating creative expression into therapeutic work.

Evelyn provides person-centered, trauma-informed care with an intersectional and decolonized lens. She emphasizes shared decision-making and creates a compassionate environment where patients feel safe and heard. Passionate about addressing implicit bias in healthcare and supporting ethnic identity formation, she focuses on improving access and quality of mental health care for Asian diaspora communities.

Evelyn begins by exploring each patient’s history, concerns, and goals through a trauma-informed, intersectional approach. She develops individualized treatment plans aligned with patient goals, incorporating supportive psychodynamic psychotherapy alongside medication management to ensure holistic care.

Scot McKay, MD

Staff Psychiatrist

Dr. Scot McKay is board certified in Psychiatry and Child/Adolescent Psychiatry. He graduated medical school from the Medical University of South Carolina in Charleston, SC. He completed his residency and child/adolescent fellowship trainings at the University of Colorado - Anschutz Medical Center in Denver, CO. Previously, he has worked on the inpatient and partial hospitalization child/adolescent psychiatric units at Children's Hospital Colorado as well as in the school-based health clinics through Denver Health in partnership with Denver Public Schools. He has also worked in community mental health at the Mental Health Cooperative clinics throughout the Middle Tennessee region. He most recently joined a private practice before joining Talkiatry. He has been named to the Nashville Lifestyles Magazine's Top Doctors list in 2022, 2023, and 2024. He is a fellow of the American Psychiatric Association, and a member of the American Academy of Child and Adolescent Psychiatry. Dr. McKay enjoys working with patients going through life transitions such as high school to college and college to adult life. He believes it is important to understand the whole person (mind, body, and spirit) when treating them. He treats people struggling with depression, anxiety, bipolar, and ADHD, as well as trouble with relationships and family conflict. Dr. McKay provides both medication management and therapy. He believes that medication is just one of the items in a psychiatrist's toolbox and that therapy is equally important as medication.

Jane Eisen, MD

Staff Psychiatrist

Dr. Jane Eisen comes to Talkiatry from her previous position at McLean Hospital, in Boston, where she was Clinical Director of the Depression and Anxiety Division, overseeing the integration of clinical work, faculty development, and research in the division. Clinically, she has experience working with people with significant mood and anxiety difficulties. Dr. Eisen's practice focuses on using an integrated approach to the understanding and treatment of individuals' psychosocial stresses and psychiatric symptoms. Her sessions are usually 30 minutes. She frequently suggests including a family member or friend in at least one session to get a comprehensive sense of each person's strengths and challenges. She received her medical degree from NYU and completed her psychiatric residency at Mt. Sinai Hospital. She spent a number of years in the Brown system, as Training Director for the Brown Psychiatry Residency and as Vice-Chair of the Brown Department of Psychiatry. For several years, she served as Chair of the Department of Psychiatry at Mt. Sinai West/St. Lukes' prior to her position at McLean, as Clinical Director of the McLean Hospital Depression and Anxiety Division. She has worked primarily with outpatients with the exception of a recent period of residential work at the Pavilion at McLean Hospital. Dr. Eisen is a general psychiatrist with a focus on anxiety disorders, OCD, and mood disorders. She is interested in the impact of trauma and personality and has extensive experience working with young adults.

Garrick Gaffney, DO

Staff Psychiatrist

Dr. Garrick Gaffney earned his medical degree from Kansas City University and completed his psychiatry residency at John Peter Smith Hospital in Fort Worth, Texas. A combat veteran, he served in the U.S. Marine Corps, including a tour in Iraq, and was honored with the Navy and Marine Corps Achievement Medal and a Certificate of Commendation for exemplary leadership.  During medical school, Dr. Gaffney pursued advanced training as an Osteopathic Manipulative Medicine fellow. As a resident, he served as Chief Academic Resident and earned accolades such as Intern of the Year and Outstanding Educator of the Year twice consecutively.  

Dr. Gaffney specializes in treating complex psychiatric conditions, including depression, anxiety, PTSD, OCD, bipolar disorder, and insomnia. He has presented case studies and quality improvement projects at national conferences, including the American Psychiatric Association (APA), Academy of Consultation-Liaison Psychiatry, and Association for Academic Psychiatry.  

A proponent of holistic care, Dr. Gaffney integrates psychotherapy into medication management and emphasizes lifestyle modifications and evidence-based integrative medicine

New patients receive comprehensive evaluations to rule out medical causes of symptoms, followed by tailored treatment plans combining therapy, medication, and lifestyle adjustments. Follow-up visits focus on symptom management through supportive, brief dynamic, or cognitive behavioral therapy, with frequent appointments until stabilization is achieved.

Shuo (Sally) He, MD

Staff Psychiatrist

Dr. He is board-certified in adult psychiatry and addiction medicine. She is passionate about providing quality and accessible mental health care while considering each patient's concerns, values, and life circumstances. She received her medical doctorate degree from State University of New York (SUNY) Downstate Medical Center, and completed her psychiatry residency at George Washington University Hospital in DC. Prior to medical school, she completed a Master of Public Health from Yale School of Public Health. Dr. He has special clinical interests in providing trauma-informed and culturally competent care in the treatment of mental health conditions. She has experience working with special populations, such as minorities, immigrants, perinatal women, and LGBTQ+ communities. She holds a certificate from Harvard in Global Mental Health: Trauma and Recovery Program. She currently serves on the Board of Directors for a non-profit organization in Washington DC to prepare people recovering from mental illness to improve their quality of life. Although Dr. He's practice primarily focuses on medication management, she looks forward to getting to know you and incorporating her experiences with insight-oriented therapy in 20 or 30 minute follow-up visits.
