Background and credentials

Dr. Jessica Matthews is a board-certified general psychiatrist. She earned her medical degree from the University of Texas Health Science Center at San Antonio and completed her psychiatry residency at Tripler Army Medical Center in Honolulu, HI. After her training, she was stationed at Fort Hood, TX, where she worked as a staff physician in the inpatient unit at Carl R. Darnall Army Medical Center and later became the inpatient medical director. She subsequently transitioned to outpatient care, serving as a staff physician and later as clinic chief in the outpatient embedded behavioral health clinics. She continued working as a staff physician after leaving the military.

Treatment approach

Dr. Matthews specializes in medication management, often incorporating supportive and cognitive-behavioral-focused therapy into treatment. Follow-up visits typically last 30 minutes, during which she evaluates progress and adjusts treatment as needed. She takes a collaborative approach and may recommend additional therapy when she believes it will optimize patient outcomes. Her primary areas of focus include treating adults with depression, anxiety, and stress/trauma-related disorders.

What you can expect in a first visit

During the first visit, patients can expect a comprehensive evaluation where Dr. Matthews takes the time to understand their symptoms, history, and treatment goals. She prioritizes a structured yet patient-centered approach, discussing medication management options while considering therapeutic interventions tailored to individual needs. If necessary, she may recommend additional therapy as part of a well-rounded treatment plan.

Earl Andrew De Guzman, MD

Staff Psychiatrist

Dr. Earl De Guzman is a psychiatrist who values therapeutic partnership, working with patients to balance symptom relief with meaningful self-exploration. He earned his BS in Psychology from the University of California, Davis, and his MD from Ross University School of Medicine. He completed his psychiatry residency at Los Angeles County + University of Southern California Medical Center and a consultation-liaison psychiatry fellowship at Stanford University Medical Center. He is triple-board-certified in psychiatry, consultation-liaison psychiatry, and addiction medicine, and holds psychoanalytic psychotherapy training certification from the Psychoanalytic Center of California. Currently, he is a psychoanalyst-in-training at the New Center for Psychoanalysis. His expertise spans medication management, supportive therapy, and psychodynamic therapy.

Dr. De Guzman takes a collaborative, patient-centered approach, creating a warm and nonjudgmental environment. He listens deeply, asks thoughtful questions, and encourages honest exploration of symptoms and underlying patterns. He values authenticity, curiosity, and respect for each patient’s unique experiences. While symptom relief is important, his goal is to foster self-understanding and long-term growth. He works best with patients open to collaboration and motivated for change, whether through medication management, therapy, or both.

Dr. De Guzman begins with a consultation phase to ensure a good fit, listening carefully to understand each patient’s challenges and goals. Together, he and his patients build a working alliance by clarifying difficulties, identifying realistic changes, and exploring deeper patterns. When appropriate, he prescribes medication thoughtfully, aiming to support therapy rather than replace it. Each session integrates supportive and psychodynamic elements, combining medication review with therapeutic dialogue. Treatment plans are regularly revisited, allowing flexibility and growth, with the ultimate aim of empowering patients toward lasting change.

Dr. Peppers works with patients to meet the goals that matter to them. She believes that feeling heard and being understood are key factors in a successful treatment relationship.

She has been working in telehealth since 2018. She has worked extensively with patients dealing with trauma from childhood abuse, assaults, combat, and accidents. She also has a lot of experience treating depression, anxiety disorders, bipolar disorder, ADHD, and personality disorders.

After completing her training, Dr. Peppers worked in private practice and in various roles for the Department of Veterans Affairs. She most enjoys working in the clinic because of the long term follow-up.

Dr. Peppers enjoys her work and includes psychotherapy in her appointments. She offers medication options to treat symptoms but also works with patients to examine behaviors and defenses that may be contributing to their problems. For patients who would benefit from more extensive psychotherapy, she may refer patients to a therapist and work collaboratively with the therapist.
