Dr. Pe Win is a board-certified psychiatrist.  He earned his medical degree (M.B.,B.S) from Institute of Medicine (1), Rangoon, Burma.  He went to obtain master’s degree in public health (MPH, Epidemiology and Biostatistics) from New York Medical College, Valhalla, New York.  He worked as a researcher in the area of Behavioral Health associated with drug use among HIV patients and Colombian youth.  He published several papers together with principal investigators on NIMH grants.  He received his residency training in psychiatry at Westchester Medical Center, Valhalla, New York.

Dr. Win has extensive experience in working with veterans (23 years in VA health care system) in outpatient setting. He has plethora of experience in dealing with different levels of PTSD (combat-related and military sexual trauma), anxiety, bipolar disorder, depression, OCD, mood disorders as well as behavioral issues related with memory impairment (e.g. Traumatic Brain Injury and  dementia).      

Dr. Win also worked in inpatient setting for both adolescents and adults for 5 years on a part-time basis in Four Winds Hospital, Katonah, New York.

Before joining Talkiatry, he had the honor of working for the Department of Veterans Affairs in both outpatient and residential settings, and gained experience in improving quality of life for veterans with a wide range of troublesome to downright disabling psychiatric conditions, including severe anxiety and mood disorders, psychosis, obsessive-compulsive disorder, developmental disorders including autism spectrum and attention-deficit disorders, and post-traumatic stress disorder. These disorders have almost certainly been with us for all of recorded human history, but within the last few generations, our understanding of and ability to treat these conditions has grown by leaps and bounds.

Dr. Shehane is a board-certified psychiatrist that specializes in the treatment of depression, anxiety, PTSD, bipolar disorder, schizophrenia, personality disorders and ADHD. He recently completed his child and adolescent psychiatry fellowship at the University of Miami/Jackson Health System, where he served as chief fellow. He completed his general psychiatry residency at Pine Rest Christian Mental Health Services in Grand Rapids, Michigan. Dr. Mathew earned his Doctor of Osteopathic Medicine from the Philadelphia College of Osteopathic Medicine’s Georgia campus, a satellite campus located in the Atlanta metro area. He graduated from the University of Georgia with a Bachelor of Science in Biology and afterwards obtained a Master of Public Health in Health Policy and Management.

Dr. Mathew has had extensive clinical experiences caring for patients across the lifespan in specialty inpatient units, partial hospitalization programs, emergency psychiatry, outpatient clinics, consult liaison psychiatry, and telemedicine. Dr. Michael Locher completed Adult Psychiatry Residency Training at Los Angeles County, University of Southern California in which he focused two years of training in conducting Mindfulness Based Cognitive Therapy. Dr. Locher received his Bachelor of Science Undergraduate degree in 3 years with Phi Beta Kappa honors at University of Miami, Florida. In medical school at Stony Brook School of Medicine in New York, Dr. Locher was inducted into the Gold Humanism Honor Society while earning his Doctor of Medicine (MD) degree. Dr. Locher has held academic appointments at University of Southern California Keck School of Medicine, College of Osteopathic Medicine of the Pacific Western University of Health Sciences, and Ventura Community Memorial Health System Psychiatric Residency Training Program. While in medical school, she received a Master of Business Administration at the University of Georgia. She then moved to North Carolina to complete her psychiatric residency training at the Brody School of Medicine/ECU Health Medical Center. During her training, she gained extensive clinical experience in working with adults and veterans in psychiatric inpatient, outpatient, and emergency settings. She also served as a chief resident of the psychiatry program and published several case studies.

Darlene Browning is a Licensed Clinical Social Worker, she is licensed in New York, New Jersey, Pennsylvania, and Delaware. She has been a Social Worker since 2001 has an undergraduate degree from John Jay College of Criminal Justice where she completed in 1992 with a B.S. in Science and majored in Criminal Justice. She then started working as a Correction Counselor with the NYC Department Corrections for few years, working with female inmates who had substance abuse problem and adolescence as well. She facilitated treatment recovery groups and psycho education . In 1998, she worked as with the Administration for Children Services while she was pursuing her Master's Degree degree from Hunter College School of Social Work where she graduated in 2001 with her MSW.

For 19 years she worked as a Discharge Planner in the hospital while attending Metropolitan Institute for Mental Health to study in the Adult Psychoanalytic Division, in 2012, Darlene decided to switch gears and began working as Behavorial Health  Care Manager , while starting her own private practice in the mist of the pandemic. Her practice is called " Live the Life you Want ", because she strongly believes that all individuals should live their own lives the way they want to and desire.

Dr. Dodd, a Board-Certified psychiatrist, graduated from the University of Georgia Honors Program with a B.S. in Chemistry, and earned her M.D. from the Medical College of Georgia. During her psychiatry residency in Greenville, SC, she was chief resident and gained extensive experience through moonlighting. She joined the faculty of Gateway’s Savannah residency program in 2021, where she served as Assistant Program Director, and continues to teach residents and students as an Assistant Professor at Mercer University and the Medical College of Georgia. In her community psychiatry practice, she specialized in Assertive Community Treatment, worked with First Episode Psychosis programs, a forensic Diversion-Reentry clinic, telehealth, and outpatient psychiatry, particularly serving graduate students, professionals, and their families in the Savannah area.

Dr. Dodd fosters a comfortable environment for patients at any stage of treatment. As a passionate educator, she enjoys providing psychoeducation and supportive therapy to help patients understand themselves, their relationships, and their motivations.

Belinda received her undergraduate education at the University of Tulsa and completed her nurse practitioner training at the University of Texas–Arlington, earning a Master of Science in Nursing. She is nationally board-certified in psychiatry across the lifespan and has over a decade of experience working in outpatient, residential, and inpatient care settings. She is skilled in medication management and utilizes therapeutic modalities such as CBT, DBT, ACT, and psychodynamic approaches.

Belinda is a passionate psychiatric nurse practitioner dedicated to continual development and lifelong learning. With over ten years of experience, she spent more than five years working in a residential eating disorders facility. She has evaluated and treated individuals with a wide range of diagnoses, including depression, anxiety, OCD, and PTSD. Belinda believes in addressing the whole person and thrives on helping people find individualized solutions. While she specializes in using medication when necessary to alleviate symptoms, she also incorporates therapeutic techniques into her sessions to help clients discover what works best for them.

She prioritizes the therapeutic relationship and supports patient-centered goals. Belinda empowers her clients to choose options that align with their lives and encourages active engagement in self-care. She is deeply committed to helping individuals improve their quality of life by identifying and addressing areas of struggle, such as depression or grief. Additionally, she supports clients in recognizing and overcoming fears by identifying stressors and developing new coping strategies. Dr. Robert Smeed, DO, is a board-certified psychiatrist with a passion for healing the human mind and consciousness. He earned his Doctor of Osteopathic Medicine from Lake Erie College of Osteopathic Medicine and completed his Psychiatry Residency at Wayne State University College of Medicine. Certified by the American Board of Psychiatry and Neurology (ABPN), Dr. Smeed served as an outpatient psychiatrist at Veterans Affairs for 11 years, honing his expertise in mental health care. Driven by a deep interest in consciousness and innovative treatments, he combines talking therapies, neuromodulation, and modern psychopharmacology to help patients achieve lasting wellness.

Dr. Smeed is proficient in treating a wide range of psychiatric conditions while specializing in treatment-resistant depression, neurodevelopmental disorders, anxiety and trauma disorders. His treatment style is empathic and collaborative, emphasizing family dynamics and relationships while integrating psychodynamic principles with biopsychosocial models. He approaches each patient with creativity, using open-ended discussions and innovative therapeutic and psychopharmacologic strategies to tailor care, ensuring a personalized and effective treatment experience.

Dr. Smeed begins with open-ended dialogue, allowing patients to develop their narrative, which is often therapeutic. He incorporates medication reviews, mindfulness techniques, cognitive behavioral therapy (CBT), supportive therapy, and psychodynamic approaches. Jan Hollis-Cole, LCSW, began her career as a social worker for hospice in 1999 and has extensive experience helping families cope with death and grief due to illness and/or trauma. Following her foundational work with hospice care, Jan expanded her clinical knowledge and expertise in a variety of settings to include substance abuse, challenges related to ADHD, anxiety, depression, LGBTQIA+ issues, and navigating the foster care/adoption system.

Jan believes that connection is the foundation of positive growth and dedicates her work to providing a safe place for clients to engage in self-expression and to explore the particular challenges they face on a daily basis.

Her approach is client centered, focusing on evidenced based therapies such as Cognitive Behavioral Therapy (CBT), Dialectical Behavorial Therapy (DBT) and Eye Movement Desensitization Reprocessing (EMDR). Jan works with clients of all ages and encourages inclusion and diversity within families to promote individual growth.

What has motivated Dr. Wheatley over the course of her career as a caregiver? Dr. Wheatley is a native Houstonian who grew up in a working-class community. Through curiosity and hard work, she was able to attend a university that included people of vastly different life experiences. She was molded by both communities to appreciate the commonalities of humanity. That broad exposure extended her empathetic spectrum to grasp the needs of the American diaspora.

Dr. Wheatley uses a biopsychosocial approach to evaluate the patient. She gathers patient history with a mindset that considers the neuroscience that chemically shapes mood, thoughts, and behavior. She is able to uncover factors that can inhibit psychological growth and development. She has experience in seeing how the social conditions of the “then” can influence the resiliency of the “now”. Dr. Wheatley appreciates, and is proficient in, advances in technology, but prioritizes the analog relationship between doctor and patient.

Meeting people where they are. It is an old trope, but describes how one allows a patient to set the path forward. An open-ended interview is conducted with an open mind towards resolution. When being evaluated and treated by Dr. Wheatley, a patient can expect to be met in a cordial but professional manner. Treatments are discussed and considered based on the mental state of the patient and the clinical efficacy and scientific evidence of benefit. The patient is invited to ask questions and consider whether they wish to pursue the suggested treatment plan.

Dr. Jessica Healey is a board-certified adult psychiatrist. She obtained her medical degree from Cooper Medical School of Rowan University and completed her residency training in psychiatry at the University of Miami Miller School of Medicine and Jackson Memorial Hospital. During her training, Dr. Healey gained extensive experience providing psychiatric care to various patient populations in multiple patient care settings, including in the outpatient clinic, inpatient unit, and emergency department. Following her training, Dr. Healey worked as an outpatient psychiatrist for the Veterans Health Administration. During her tenure with the VA, she worked closely with staff psychologists, social workers and nurses to provide multidisciplinary, collaborative care to the veteran population suffering from a variety of mental health conditions.

Dr. Healey has experience and interest in treating adults suffering from trauma-related disorders and anxiety disorders but provides treatment for a variety of psychiatric conditions including depression, bipolar disorder, and obsessive-compulsive disorder.

Dr. Healey focuses on medication management and supportive psychotherapy, but has training in utilizing various therapy modalities, including cognitive behavioral therapy, interpersonal therapy, and psychodynamic psychotherapy. When appropriate, Dr. Healey will refer for more extensive psychotherapy and/or collaborate with your established psychotherapist for comprehensive care.

Anthony Capozzi, MD, is a board-certified psychiatrist with 35 years’ experience in clinical psychiatric practice who has seen patients both in the hospital setting and out-patient care. He is a Diplomate of the American Board of Psychiatry and Neurology as well as the National Board of Physicians and Surgeons and the American Association of Psychiatric Medicine. Originally from Brooklyn, New York and received his MD from New York University after completing a 5th pathway at Booth Memorial Hospital in Queens, New York. He began his experience seeing patients with treatment refractory major psychiatric illnesses at Rockland Psychiatric Center in Rockland County, New York. He served on the psychopharmacology committee at the time. He then went on to practice outpatient psychiatry both at Rockland County Community Mental Health and Westchester County Mental Health for over 20 years in addition to having a private practice while living in New York.  He held the position as Associate Director of the division in Westchester County for over 18 years. He has been exposed to all levels of psychiatric care since it was a mixture of patients in the community as well as patients with limited income and dual diagnoses including substance abuse. His approach is to get to know his patients well in order to provide more comprehensive care. He prefers Cognitive Behavioral therapy or Rational Emotive therapy, which he feels is the most time effective and enduring therapy to help patients needs. He also has extensive experience having worked with patients with developmental disabilities, since this is an underserved need. He then went on to work in Florida both for Florida Health Care Plans, which is an HMO, and in private practice for the past 13 years.  He worked at the Counseling Center of New Smyrna Beach, providing comprehensive care. He then helped establish the Center for Behavioral Medicine in Port Orange, Florida, which provided care as part of a multidisciplinary practice. He then went on to establish Advanced TMS in Port Orange, Florida. He is interested in treatment-resistant Depression and Anxiety Disorders. He went on to work for Greenbrook TMS in the greater Orlando area practicing Interventional Psychiatry. He is certified in TMS for brain mapping with Neurostar and Cloud TMS and has experience in the use of intranasal ketamine for treatment resistant depression. He has been a member of the Neuroscience Education Institute since 2012, where he holds a certificate as a Master Psychopharmacologist and a member of the Clinical TMS Society. He has active medical licenses in Florida, Arizona and New York. He is also certified in Medical Marijuana and has completed the IV Ketamine Infusion therapy course as well as Botox training certification.

Patients working with Dr. Capozzi know that he is easy to engage with and is most interested in his patients overcoming their obstacles to reach their optimal level of functioning. He enjoys working with patients who have anxiety, mood disorders and ADHD. It is very gratifying watching patient’s blossom and overcome their psychiatric disorder and then function at their best in work, leisure pursuits and relationships. Patients working with Dr. Capozzi should know that he realizes they have been suffering with their symptoms for some time or they would not be seeking help, and he will work with the patient in collaboration to help receive the proper care.

The typical process in working with patients is to first spend time gathering a history of the symptoms. It is then important to also include significant medical history which may be primary or secondary contributing factors. Also, it is important to look at psychosocial profile and how that may contribute to the initiation of the symptoms and prevention of improvement. It is essential to form a differential diagnosis and continue to look at any ongoing issues as well as co-morbidities. He believes it is most important to discuss possible treatment modalities and take into consideration the patient’s participation in ongoing care. It is most essential to be up to date on the latest modalities in treatment and use a combination of medication, nutritional supplements and behavioral therapies that can foster lasting improvement.

Dr. Stephane Louis, LMFT, QS, earned a B.S. in Psychology and Biblical Studies from Palm Beach Atlantic University, followed by her M.S. and PhD in Marriage and Family Therapy from Nova Southeastern University. In 2020, she was featured in Forbes for her study of resilience and intersecting identities in queer women of Afro-Caribbean descent. Past roles include bilingual mental health assessor, psychology instructor at Broward College, and Student Counselor at Lynn University. As a therapist, Dr. Louis’ work has given her in-depth insight into how multiple systems and important relationships can influence the course of a person’s life.

As a queer woman of Haitian descent, Dr. Louis explores different ways the intersectionality of culture, family, identity, and sexuality can impact our lives. She is fascinated by stories of vulnerability, always looking for strengths and solutions. She helps people feel safe to be themselves and go from where they are to where they can be.

Dr. Louis provides individual, couples, and family therapy, integrating Accelerated Resolution Therapy (ART), Solution-Focused Therapy, collaborative conversations, and systemic approaches to address LGBTQ+ issues, racial trauma, cultural identity exploration, and relational wounds. Dr. Louis will meet you where you are and help you grow into the most authentic version of yourself.

Dr. Robben proudly served in the U.S. Air Force and has been practicing psychiatry for 17 years. He is happy to have completed his medical school education, as well as his residency in general psychiatry and fellowship in addiction psychiatry, all at the University of South Florida in Tampa. Dr. Robben is board certified in both general psychiatry and addiction psychiatry. He has experience in many roles over the span of his career to include working with Veterans diagnosed with posttraumatic stress disorder and substance use disorders, managing specialty clinics for patients with treatment-resistant depression, and working in general outpatient psychiatry clinics, as well as emergency and inpatient psychiatric settings. Dr. Robben also previously served as the Training Director for the University of South Florida Morsani College

of Medicine Addiction Psychiatry Fellowship Program. He is currently the Medical Director at a residential substance use disorder treatment center in Florida. Additionally, Dr. Robben is a certified Medical Review Officer and has additional qualifications in transcranial magnetic stimulation (TMS) and Spravato.

Dr. Shaily C. Desai, MD is a board-certified psychiatrist who treats adults. She graduated Magna Cum Laude and with General Honors from University of Miami. She completed medical school at the University of Miami Miller School of Medicine in the prestigious Honors Program in Medicine. She continued her medical education at Jackson Memorial Hospital & University of Miami Hospital for her 4-year psychiatry residency training program. After completing her training, Dr. Desai held an academic appointment at the University of Miami while working at the Miami Veterans Affairs Hospital initially as a behavioral health consultant in the Primary Care Mental Health Integration (PCMHI) model and later as a Behavioral Health Interdisciplinary Program (BHIP) psychiatrist in the Mental Health Treatment Coordinator (MHTC) role.

Dr. Desai’s background spans clinical care, academic research, and community service, giving a comprehensive understanding of mental healthcare delivery across different settings. Dr. Desai developed expertise in quickly building rapport with patients, conducting medication management assessments, and implementing effective interventions. These experiences taught Dr. Desai how to maintain clinical excellence while showing patience and respect for each patient's unique circumstances. She understands the delicate balance of providing thorough care within the constraints of virtual sessions and she has developed strategies to ensure patients feel supported and understood, even though a screen.
